Enable CtrlAltDel feature login in W98

I remember that there is a dll for enabling in Win98 the ctrl+alt+del feature for login (like win2000/xp) but I don't remember its name. It should be the same dll needed to use smart card for loggin in.
Is there anyone could help me?

All that I am aware of is 3rd party utilities.

One that looks to be very effective is Bootguard Plus.
