Enable file shares in event of Windows 2000 Server Failure

We have 40 (XP Pro / Win 2000 Pro) workstations attached to a Windows 2000 SBS server. The workstations need access to a number of Access databases stored on the server. In the event the server goes down, we want to be able to restore the databases from backups to 4 of the workstations, so the other workstations can access them. Im aware of the limit of 10 connections per PC and the limitations this will put on the usage, but how can i easily enable sharing like this?

Do i have to set up 4 workgroups along with AD (i hear this is problematic?)

Whats the easiest way to enable this (quite patchy) backup stategy?
