Encapsulated SMTP relay problem

I posted an email problem a few days ago and withdrew it to post this one. Thanks to all that tried to help.

NT 4.0 SP5 with Exchange Server SP4
This is our only email server.

Someone hacked their way into port 25 and set up a mail relay. Anorganization called “Mail-Abuse.Org” has put us on their “list”. Any ISP that subscribes to this list is notified that my server is spamming so they will not allow any email to enter their server. This fine accept for the fact that we are using Exchange 5.5. Microsoft states that this was fixed in Exchange Server SP2 so I would assume that SP4 should take care of this but it does not. I beleive I have done everything that I am suppose to do but “Encapsulated SMTP” will still set up a relay. Hense, until I fix this problem they will not take us off their list. This has become a big problem at my college trying to do business.

I am reaching out to anyone that can solve this problem.
