Entourage unable to mail non-SMTP client

In our company, we have a small number of Apple Mac client who use Entourage as their e-mail application. However, they are unable to send e-mail to Outlook users in my company who don’t have SMTP addresses. It is part of the company security policythat SMTP addresses are only given out with written consent, so I cannot simply allocate an SMTP address to all users and cure the problem.

One further complication is the Apple Mac users are not allowed to use Virtual PC / Outlook because their boss says they must use Entourage (very political issue but a restraint non the less)

How can I resolve this problem?
