Microsoft says error does not exist, no hits on checking for the error code.

Since Microsoft states that there is no such error code, then I would look to what is generating this error code.
Virus? - My first point of elimination
An installed download manager?
Although it is highly unlikely that the server you are downloading from would generate such an error code, it may be worth the effort to contact them.

I hope this gives you a start.

Ran xoftspy and lavasoft, no spyware detected. Funny part is that after running defrag, error came back. Does appear to be from the download manager software used for downloading, they did "fix' it once.

Possible server is generating a "too many connections" error code to the download software, as I am probably the slowest connection (dial-up).
