Error 13508 File replication on Server 2

I upgraded NT 4 PDC, then added 2 new domain controllers ran DCpromo and am getting FRS error 13508. Directory services OK. Also error Nt authority\system event 1000 in app log which maybe related. Looked at Technet and have tried all suggestions, changed service to start as replicate id who is in enterprise admin who has the right to sysvol. I have the paper knowledge from MCSE upgrade. Would appreciate some fresh ideas.
