I will make some assumption here, but in the future it always
help to know the machine a bit. What is the OS etc.

This KB article reference that issue:;en-us;

Any communication application can hold the port. Winfax, PC
Anywhere etc If an application is installed that is not XP
compatible that can also cause it. The KB article notes outdated
Palm Pilot software as an example.

The bottom line is that there is an application running that is
using that port. Go to msconfig and see what may be running at
startup. maybe look in the Task List too. Disable them using the
50/50 rule. disable off 50% of the items see if that solves it or
not. If not, re-enable and disable the other 50%. When you find
it works you know it is in that half of startup items. Start in
reverse. turn on 50% of those until the problem appears again.
Keep cutting in half until you only have 1 left.

Good Luck,

What version of Windows?

What is USR model?

Do you have to load drivers for modem or is it recognized and installed by Windows?

Could be a faulty modem, driver issue, or incorrect modem initialization string.
