Error code 1B8E

I am connecting thin client terminals(WYSE Winterm1125)using WIN 2000 termianl services with an RDP client. I have 2 sessions working and am attemtping to connect a third. It appears that I am limited to two for administrative reasons. Do I need to purchase more CAL’s to increase the number of terminals?
