Error importing outlook.pst – permission

I have upgraded to Win XP from Win ME. When I tried to import into Outlook 2000, outlook.pst to restore all my contacts, it tells me – ” File access denied, you do not have permission to access the file ….outlook.pst”. How do I restore my contacts?
