Sounds like you either have a Wacom pen tablet running or your modem is conflicting (Com1 & COM3 instead of COM1&COM2)
Before proceeding:
>>>MAKE SURE YOU HAVE THE LATEST MODEM DRIVER<<<

If you DO NOT have a Wacom tablet installed. Boot PC (ifyou can't boot normally Safe Mode will do) remove the modems from Control Panel, reboot. When PC rediscovers modem install latest drivers, it should default to the correct COM setting.

If you have a WACOM pen tablet, make sure it is NOT installed to COM3 (COM1 and COM3 don't work well together as Com 2 & 4 don't)Switch your modem so that it has a consecutive number. ie: If modem is COM1 and Tablet is COM3, change modem to COM2 (pen won't like COM2).
