Error when installing program – Access Denied

I’ve been having problems installing a new program.
The installer gets almost to the end and throws up a message about a DLL in the C:\Windows\System32 folder and then rolls back the installation.
Access Denied.

I don’t get it.
Using XP Pro.
I’m the sole user and administrator of this stand-alone laptop.
