Esc loads default profile

I am running 2 machines with Windows Millenium & used publicly and as such we have people changing settings. We have installed a program called Access Monitor which sorts out the changing setting issue, but users can still log off or reboot the machine and just hit escape when asked for password hence allowing them to change settings again. Is there a way around this without installing Windows NT, 2K or XP?

Any help will be appreciated.
