Event ID 8003: Browser Elections

a normal windows 2000 professional workstation claims to be a master browser and is forcing elections against out domain controller. resource kit says to check and make sure subnet mask is correct (which it is; the PC functions fine otherwise). Knowledge base says about domains that occur over multiple subnets (which ours does): turn off udp forwarding on router

does this apply to a network that has only one router, and by turning off udp forwarding how will this affect the operation of our network? is there another solution.
