Eventlog Service Disables

On our 2000 Server we are trying to configure IIS, and keep getting an Error 1717: Interface Unknown, when we try to start WWW. I found that this could be caused by the Eventlog service not running. When I went to check the Eventlog Service, I found the it was disabled. When I try to enable it, I get the following message:

Unable to open service Eventlog for writing on Local Computer Error 5: Access is denied.

Any help with solving this problem would be greatly appreciated. I get this same message regaurdless of the username I am signed in as: Either Administrator or my user name.

any help would be great.
