Excel 2000 file may be read only problem

A client recently purchased a new IBM T21 notebook that we installed office 2000 on. They now recieve this error message while trying to open certain excel files over the network.
“The file may be read only or you may be trying to access a read only location, or the server on which the file is stored is not responding.”

Setup:
IBM T21 800mhz 128MB RAM 20GB hdd
Win98 SE, Office 2000 SR-1

The client is able to log on search the internet, send-recieve mail, browse the network. Some excel files can be opened from that same folder. All of the files were created using excel 97 and do not contain macros.
I have checked all of the permissions and the users rights on his folders and files. I have scanned for viruses, Uninstalled Office 2000 and used eraser2k.exe before reinstalling. I have tried just installing excel 2000 and excel 97. Reinstalling 98 and 2000. I can copy the files over to the hard drive and use them fine, but need to access them from the network. I can rename them and store them on other machines but nothing seems to work. Any information is greatly appreciated.
