Excel 2003 Sheet Protection

I keep going in circles and would love some help. I have a complex spreadsheet and need to protect the structure. The users need to be able to enter the data but I need to restrict them from inserting or deleting columns or rows. I've gone through all the security options but it locks the cells or it doesn't!

Not an expert on protection but

When I go to 'Tools - Protection - Allow Users to Edit Ranges'. You get a dialog box where you can set up the editable range, user permissions, etc. When you click 'Protect Sheet' you should get a dialog box showing a list of what you will allow users to do. Make sure Insert etc is unchecked.

If you have already done this I apologize. I get lost in protection myself.

The secret was to use the Allow User to Edit Ranges part first and then it worked really well.
