Excel Row Height Issue

I have one user that can not adjust the row height on any workbooks to 16. When 16 is input, excel defaults to 16.1. Any other even number inputs fine. I can’t adjust row heights to 16.1 on any other machine if I wanted to, they go in increments of .25. I have run a detect and repair, restoring all defaults and removing any customizations, with the same result. I adjusted the font size and screen resolution every way possible. I also deleted excel10.xlb, which was recreated upon running Excel, but still have the issue. Any help would be appreciated. Thanks
