how do you configure 2 MS Exchange servers under one domain that the work balance will be distributed if 1 of the the server is busy, the work load will be pass to the other server?

You would have to install a server cluster. It is actually Windows that provides the clustering capability. You would need to be running Win2K Advanced Server. This allows the workload to be split between the 2 servers (load-balancing) instead ofonly passing on workload when one server is busy.
You cannot distribute the load of the actual server with the mailbox on it. Exchange does not have some mailbox replication mechanism for this. What you can do is load balance the client connection by creating a front-end/back-end configuration. Read all about it at http://www.microsoft.com/exchange/techinfo/deployment/2000/E2KFrontBack.asp.
