Exchange 2000 public folders

I’ve worked with Exchange 5.5 for a long time, but since starting to use Exchange 2000, I’ve been taken by surprise with some of the changes. One problem I’m having is with security on public folders, and the answer is probably simple, but can’t seem to solve it.
How do I set the security so only I.T. can create and manage public folders? Everyone currently has access to do as they please, and it’s been this way from the initial install.
