Exchange 2003 dies with DC reboot

Environment: Exch2003 running on member server Win2003. Two Win2k SP4 DC’s in native mode, one (“DC1″) has all the FSMO roles, both run DNS (AD integrated), both Global Cat. Private IP addresses behind a firewall (open ports for Exch).

When I reboot DC1, Outlook clients report lockup, slowness and sometimes the app closes. Some outbound email doesn’t go. Exch2003 gets two events:

Event ID: 8026 Source: MSExchangeAL
Description LDAP Bind was unsuccessful on directory DC1.domainname for distinguished name ”. Directory returned error:[0x51] Server Down. DC=domainname

Event ID: 8260 Source: MSExchangeAL
Description Could not open LDAP session to directory ‘dc1.domainname’ using local service credentials. Cannot access Address List configuration information. Make sure the server ‘dc1.domainname’ is running. DC=domainname

No events on either DC. Not sure if above events are related to Exchange “freezing.” NetDiag run from both DC’s indicate no problems. Exchange starts working as soon as DC1 comes back up. Also, Win2k users might not be able to login to domain while DC1 is being rebooted.

Help! I thought I had built a redundant network, but it appears that we are totally dependent on DC1.
