Exchange 2003 smtp client connections fail

I am sure there is a simple answer to this but,

I’m having a problem sending mail from my POP3 clients that are outside my local network. My Exchange server can send outbound mail and is having no issues at all.

When trying to connect using either Outlook, Outlook Express or any other client configured for POP3/SMTP, and I am outside the local network where my server is, I get an error

The connection to the server has failed. Account: ‘67.76.69.192’, Server: ‘mx.ditronics.com’, Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I can receive mail using POP3 fine.

I do not have any restrictins configured in my exchange server.

Any ideas on where to look are appreciated.
