Exchange 2003: Users storing/ archiving mail & Limits

I’m quite new to Exchange and client server architecture. Running SBS 2003 Standard SP1 with Exchange 6.5.7638.1

Since our original setup, I disabled the mailbox limits. Naturally as you can imagine it has filled to a rediculous size.

Being a commercial print company many users have large graphics files etc. Sales members keep many older messages (with attachments) for records for up to 2 years sometimes. As well as the “Hey Joe lets have a beer” messages.

I would like to start limiting the sizes of the boxes soon, but need a recommendation of how/ where to store old messages.
