How do configure the Exchange server to automatically add an e-mail disclaimer statment at the end of every e-mail message generated.

Enter 8259 under the InstantDoc search.

You will need to purchase a content filtering application like Mailsweeper or Mail Essentials. Exchange 5.5 unfortunately doesn't have the feature by default.

Or, you could just add the disclaimer to the auto-signature on every user's email profile. It's a pain to set up, especially if you have many users, but once it's in place (and you've threatened death to anyone who removes the discliamer from outgoing email), you can basically forget it.
