exchange 5.5 schedule+

I am trying to set up a way to be able to see who is using which conference room, and at what time. I have been told to try to set up schedule+. I am not sure if this is the right way and I need to know if it is, how to configure this app. I have 10managers that set up times in the conference rooms and have bumped heads. Is there a way to allow all amnagers to see who is scheduled in at what time and to be able to set simes themselves, without coming to me?
