Exchange 5.5 sp4

We have Exchange 5.5 sp4. This has happened twice: we can send external email out but never get external email back. I have looked at the app log and did not see an error. This is not a MX record, IP, NIC, Domain, drive space, etc.,…. I do not not know what futher to test and t/s. Internal resolves AoK. ?????
