Exchange IMS restriction problem

I have an exchange server 5.5 with sp4 recently installed. It is running on NT 4.0 SP6. I am trying to setup my exchange server to prevent spam mail. I went into the IMS properties, clicked on Routing Tab and selected the Routing Restrictions options (tried both Hosts and clients that successfully authenticate and Host and clients with these IP addresses).
My pop3 email clients then get an “No transport provider available when these restrictions are set. When I remove restrictions, everything works fine. Is there a step I am missing or do I need to reconfigure the POP3 client?
