Exchange Server 2000

I want my users to be able to receive E-Mail with attachments that have file extensions such as .exe. Right now they are blocked because they are considered to be Level 1 files. The administrator is supposed to be able to change this and allow this and other type of file extensions through. As of now I have not found anything that will show me how to do this. Any help in this matter will be greatly appreciated.
