Exchange Server 2003 can’t send email’s to an External Mail Server

OK, so to start with I have a free domain name with no-ip.com, I have setup an Server 2003 with a Exchange Server 2003. I’m also using a DSL account which has no ports blocked (my ISP doesn’t block any ports anyway)

With just a default Exchange install things seemed to work fine until I try and send an email out, it doesn’t reach the other mail server.

Both Server and Exchange installs are new ones and my firewall is allowing all Web/mail servers access.

My searing on google has left me with little choose then to ask for help.
