EXCHANGE SERVER - LOCK INTERNET ACCESS

Navigate to the Internet Mail Service properties. Under the Delivery Restrictions Tab you will modify the Accept Message From entries. If your list of allowed senders is greater than your list of prohibited senders you could more easily modify the Reject Messages From entry however doing this will allow any new mailbox to be able to send Internet mail unless you add them to the list. It is much easier to deal with the Accept Messages From list. Do not worry about affecting incoming mail. This Delivery Restriction only applies to outgoing messages. Hope this helps!

The above answer is correct but I gather from the question that you wish to stop incoming mail from the internet to some people. To do this open the properties of the person, choose email addresses and delete any smtp addresses.
