Exchange Space

We run Exchange 5.5 and our email has almost entirely consumed the drive. Users have deleted vast quantities of email but the drive does not reflect the increased space available. Our tech advises compaction needs to be run in order to reflect thenew space, but the drive is lacking adequate space to run it and says we need a larger hard drive. Is this correct or are there other steps that can be taken for the drive to recognize the increased space?
