Exchange Transport Rules

I have exchange server 2007, i have all my outgoing emails which are .com for my company as group email address as due to the nature of incomming mails are being received by more than one staff. The mails are replied by using the from address by the user for example if user a has been given rights to send as rights on the active directory group. My Manager would like to have a copy of all emails which are sent out of the organisation to him. I have tried to place the following rule but it is not working.

set-TransportRule -Name 'BCC Emails to CEO' -Comments '' -Conditions 'Microsoft.Exchange.MessagingPolicies.Rules.Tasks.FromPredicate','Microsoft.Exchange.MessagingPolicies.Rules.Tasks.SentToScopePredicate','Microsoft.Exchange.MessagingPolicies.Rules.Tasks.FromAddressMatchesPredicate' -Actions 'Microsoft.Exchange.MessagingPolicies.Rules.Tasks.CopyToAction' -Exceptions -Identity 'User a'

I have tried a couple of options but it does not work, becouse the from line is going to be diffrent from the user as when i choose the from User a and the the from line containing words or text patterns it still does not work.
Kindly help me out.
