check Recipient Policies

In the properties of all policies there is a checkbox on each address entry that says "This Exchange Organization is responsible for all mail delivery to this address".

If you had any policies that stamped on the users, this would have been checked to allow local delivery of any mail. Now that you are no longer hosting that domain the box has to be unchecked so the server knows it is no longer responsible and has to send the mail elsewhere.
