explorer, control panel etc … not accessable

Windows XP SP2 installed on computer.
when the user clicks on Explorer or contol panel, printers and faxes etc
they get an errror message saying about the Data Execution Prevention and it
will close, than the box comes up asking to send a report or not.
i can not get into none of the above programs.
their ISP is AT&T Yahoo i installed AT&T yahoo antivirus and spyware on the
system, ran both of them, i also installed spybot search and destroy and ran
it as well. there were 4 viruses on the system and the antivirus cleaned
them up, there was a ton of spyware on the system which i also cleaned it up.
i also did a system restore back to May 1, 2007 to see if i can get into the
above programs and still can not. it is a users home machine and rarely goes
into the above programs, however i was asked to look at the computer to clean
it up and see if i can make it go faster and what have you but i can’t do any
of that.

besides basicly wiping out the hard and starting fresh does any one have a
clue as to why this is happening and what i can do to fix it. all of the MS
updates are installed.
