This is an age old question. There are alot of different factors that can cause the above error. Firstly you need to identfy a system that is not affected and make some direct comparisons on a software level. You will need to check the Dates on yourkey drivers, Ie Video, netcard, IDE Ect. What software packages and utils like virus scanners are installed and their versions.

If you have a spare system, Rebuild it step by step and identify the particular package that is installed or which device driver is causing the fault.

Being that it is happening to so many systems you should be able to find which component is causing the fault and get the appropiate updates.

Finally, go to microsoft support on line or Technet if you have it and search on the error. A document that relates to the common components that can cause these failures should be in the list.

You didn't mention what version of Explorer you are using. IE5 has a repair available by going to CONTROL PANEL/ADD REMOVE PROGRAMS.

If the repair facility is not successful, consider upgrading to V5.5 which has just been released. It is available here:

Make sure you system has enough RAM to windows. What versions of Windows are you using?
If you are using an AMD 650++ processor and Windows 95 until OSR 2, download the patch from microsoft so that your system will not be giving this message.
If all else fails, reinstall your OS and install your hardware/driver one at a time. The last item you installed might cause the problem when you see the error message appears.
Cheers..
