Explorer.exe

I am running Windows 2000 Pro and I keep getting an error every time I open something such as a program or the My documents folder. The error is “explorer.exe has generated errors and will be shutdown” this even happens in safe mode, I have alwayshad to rebuild a pc when this happens, does anyone know how to fix this problem without the hassle of rebuilding?
