Without knowing the exact error it is hard to say, but you might give this a try...

Try running the System File Checker, I have seen this fix a varity of explorer.exe erorrs.

Since you are running Windows 2000, here are the steps:
Go to the command prompt and type, SFC.EXE /scannow (don't forget to put a space after the SFC.exe and before the front slash).

This essentially scans for and replaces damaged or missing system files.

GOOD LUCK!!

Even though this did not solve the issue, it was great learning this. Thank you!

There could be some spyware or adware that have been known to interfere with explorer and/or Internet Explorer.

Download some antispyware software and scan your PC.

Thank you for your answer, unfortunately the user cannot navigate the web and download a spyware software.

Though SFC should help.
Try running in safe mode. If any error code or any dialog is shown when explorer.exe is run provide it here then.
Also if u can try runnig HijackThis to check wht all processes run.
Also check in the event manager there might be some mention in it.
Try to log in with a different account.
DOes this happen for all the accounts or only any particular one
Also run a virus check and a spyware check with updated definition files.

There is a possibility that Internet Explorer alone could be corrupted. Microsoft has a free Security Update CD that can be ordered from Microsoft and this disk does have a copy of the setup files for IE and Outlook Express as well as other stuff. The Microsoft CD was mailed to many users about a year ago and dated February 2004.

You should be able to update just Internet Explorer without having to go to the network or your service packs for a more comprehensive upgrade.

1st try using SFC and if it does not work reinstall the latest version of IE.

Great answer. Suggested this to client and discovered that he was not letting it uninstall and reinstall, once he did that, it fixed the error. Thanks!
