      Most folks decide to either leave a review or not, it is entirely subjective and there is no simple answer. My answer would be that if either I was very pleased with a transaction or application, I would be more likely to leave a review. Same answer if I was very dissatisfied. Sometimes, I don’t bother because I don’t feel it would make any difference either way. Your question is a bit vague and I doubt that you will get much feedback from the rest of the community members.
