Try this

WinXP by Default turns off USB Root Hubs to Conserve Power causing some devices not to
resume correctly after Windows resumes from sleep, hibernation or computer inactivity.

In the Device Manager, Universal Serial Bus Controllers, USB Root Hub, Power Management.
Uncheck the Allow the computer to turn off this device to save power. Uncheck all boxes on all root hubs.

Resart the PC.
Let us know if it works. :)

You need to supply much more information here

If you are attempting to add a External HDD to a Vista System that was originally formatted on a XP or earlier OS it is most unlikely to be able to be read by the Vista System because of added Security that was never supplied with XP.

So if you have brought a new computer loaded with Vista and are attempting to use your Old External HDD that you used with XP it's not likely to work.

The way around this is to use a XP machine and copy all the data off the drive then place it on a Vista Computer and Format the HDD. After this is finished you can then plug back into the XP computer and copy your data back to the drive so that it is readable on the Vista Computer.

Well then Look at the USB Sockets as the possible problem

by OH Smeg Moderator In reply to XP version

They may have been overloaded and can not now supply enough power to run this device or a Hot Patch may have damaged the USB Drivers and a Clean Install of XP is required.

Reinstalling the OS is about the only way to test the function of the USB Sockets as well.
