External HDD not detected in my laptop - XP

I have recently bought a 120gb seagate External HDD. I have been told to just plug in and use the storage device. But the system is not recognizing the device. I tried restarting the system, plugging in and out and various combinations of the usb ports given. It is a 2.0 usb cable. I have XP running on my laptop

Can anyone please help me out on how to solve this problem??????

does device manager show a usb hub?

I have the same issue with my Toshiba Laptop running Windows Vista Home Premium. Cold you please provide step by step detail how to check for this usb hub and also how to/what to look for for BIOS?

Does XP signal that you have plugged it in by the normal sound?

does this drive use 2 usb cables for power? or does it have a separate power supply. do you see the device in Disk Management? is the device formatted?
