external modem no response

windows 98se
New Dell Dimension ‘L’ 733 mhz, 64mb ram
2-ps/2 ports for keybd and mouse
1-serial port
1-parallel port
On board NIC

Project: putting an external modem, BOCA MV.34xxx on the serial port. This will be a pos machine part of a NW 312 LAN.
The modem will run via a DOS app on the server that has its own strings and does not need a driver.
This modem has been on another win98se machine on the LAN doing the same thing and has worked fine.
I put the modem on a new dell and the modem does not work. It will work maybe 1 out of 8 times. Otherwise no response.
On the ‘old’ win98se machine i can use the command syntax at the DOS prompt:
echo > com1
The modem responds on the ‘old’ machine w/lights blinking but on the New ‘DELL’ machine the modem may respond and may not. Not responding most of the time. With the error in the DOS window, ‘error on writting to device on com1’.
There is one com port on the DELL. I have removed the com1 and lpt1 ports and let windows re-create them again upon boot. I have re-formatted the hd and re-installed
win98se. Still the modem does not respond or does so intermittently.
The IRQ for the modem is 4. There are no other things sharing the IRQ4.
There are no conflicts linsted in Device Manager.
I have disabled the onboard NIC in the BIOS, still intermittent modem response.
I have installed a PCI NIC in lue of the on board, still intermittant results.

DELL wants to tell me that the modem is at fault (maybe an incompatablility issue).
I have to decide if it’s a faulty motherboard, or com port, or….
In which case I’ll return the machine.
I need some other tests to perform. Or better yet to get the modem working.
My 30days are running out. huff,huff,huff
