extract files to fix

I Need to know how and where to go and get— to extract from windows 98 CD
or a website, files with dll extensions which are corrupt and out dated as
my computer is giving me a message that this needs to be done.
(How to extract and update is important as well as to know where to go to
get these files.)

Corrupt file is ddeml.dll and toolhelp.dll
