Failure to boot

A day after installing a new video card, the computer(Dell Dimension 4600 3.0GHz) locked up. After a reboot, a blue screen eror message reported that a device IRQL did not match. Restoring the last known good configuration allowed the computer to boot, but soon the system went black and now won't boot, the computer will just beep ~nine times and then nothing.

You have a fatal error in BIOS. Probably a failed video card. Have you tried reinstalling old video card to see if that resolves bootup problem? That is just troubleshooting 101.

Was the old card built into the motherboard or a separate card?

If built onto the motherboard, try going into the BIOS and disabling the old card. Either that or configure your system for dual video cards.

Does your computer have onboard video (I am assuming yes)..?

Try booting into safe mode and disabling the onboard video in device manager. Also, you can check for I/O & IRQ conflicts under Start > Run > MSINFO32 > Hardware Resouces.
