Failure to create Program Groups on NT 4

Does anyone know why certain installations fail to create program groups on an NT 4.0 Workstation machine?

I have seen this happen with a few products, but currently I am having a problem with Powerbuilder 7.0 by Sybase.

Version 6.5 did the same thing to me, but it would at least continue with the install. 7.0 kicks you out.

All installs have been attempted while logged in as administrator.

I tmight be possible that you just do not have enoguh permissions to do this. I believe you need to be a local admin

Do you happen to have multiple copies of the Administrator profile under Winnt\profiles? I have found that this can cause some unusual problems.

You must remove all traces of power builder from the registry before you can install this program. If you don't it won't install!

Login locally only - You must have Administrator privileges to fully install this product on NT 4.0.

there are problems with updating of power builder to 7.0 from 6.5 so there are no easy solutions.
