Fatal Exception on boot

I just setup a friends AMD K6, 200 MHZ computer for him. Fdisk, format, reinstalled (Win 98SE) and installed all the programs he will need. Last night I did a sfc which was ok, a scandisk which was ok and a defrag which went fine and shut the computer down. I had no problems whatsoever up until this point.

I tried to boot it this morning and i'm getting an 0E 0167:bff77bb7 blue screen error (even in safemode). After hitting ENTER another screen sometimes flashes too quickly to read with more info. Tried a scanreg restore but only had 1 other option that didn't solve the problem. Scandisk in dos is ok. The last thing listed in step by step confirmation boot is the mouse (serial) before the error. At this point it will load the OS sometimes (maybe every 5th try in safemode).When I did get into the OS in safe mode I noticed that the last thing I installed (Partition Magic is not showing in the add remove programs list. I was going to uninstall the last few programs that went in to see if that was the problem but I don't seem to be able to remove this one.

Can anyone narrow down this error for me?
Is there a database on the Internet somewhere to check specific errors?

since it does it in safe mode sounds like hardware or corrupt registry.
can you temporarily put in old registry backup for test?
could it be a virus?
if you can get into safe mode again, can you try msconfig to see what is loading at startup?

with win98 betcha a quarter it is usb related. you have latest motherboard bios and drivers and windows usb patches installed?
