Fax is by nature a phoneline protocol.
So you DO need a conversion point in between.
I am not aware of any free ones but as long as it's US calls the cost is not that high.
(What the ASP does is originating the fax from a 'local' modem inside thephone district of the recipient, and doing the rest through IP).
A well known name is EZFAX, they advertise on Yahoo and many other places.

Download their software for creating smtp addresses from fax numbers.
Once you do. simply send an email to the address you have created and the fax will go through.
You will have to check their coverage maps though.
