FDD not refreshing

A Dell PC, new, is having some problems with it’s FDD in Windows XP.
The FDD file content is not refreshing.
Upons boot-up I can insert a floppy into the drive and refresh to receive a list of the contents, just as normal. If I then switch floppy’s over it still reads the original floppy’s contents, even if I manually refresh the window. This happens across all windows applications, from MS Office, Corel, right through to Explorer and the command prompt.
I have checked the disks on other Win XP PC’s and they all have different data on them, so it’s definitely the PC itself somehow. Booting to DOS from a disk, and then chekcing floppies from there reveals the true contents, but within XP there is no way to refresh without rebooting.
