1. Boot into fedora.
2. Open a terminal (It's in applications/accesories)
3. In the terminal type su then enter.
4. Enter your root password.
5. type gedit /etc/grub.conf enter
You should get a text editor with something like this in it.

# grub.conf generated by anaconda
#
# Note that you do not have to rerun grub after making changes to this file
# NOTICE: You have a /boot partition. This means that
# all kernel and initrd paths are relative to /boot/, eg.
# root (hd0,5)
# kernel /vmlinuz-version ro root=/dev/VolGroup00/LogVol00
# initrd /initrd-version.img
#boot=/dev/sda
default=0
timeout=5
splashimage=(hd0,5)/grub/splash.xpm.gz
hiddenmenu
title Fedora Core (2.6.20-1.2933.fc6)
root (hd0,5)
kernel /vmlinuz-2.6.20-1.2933.fc6 ro root=/dev/VolGroup00/LogVol00 quiet
initrd /initrd-2.6.20-1.2933.fc6.img
title Fedora Core (2.6.19-1.2**1.fc6)
root (hd0,5)
kernel /vmlinuz-2.6.19-1.2**1.fc6 ro root=/dev/VolGroup00/LogVol00 quiet
initrd /initrd-2.6.19-1.2**1.fc6.img
title Other
rootnoverify (hd2,0)
chainloader +1

The default=0 indicates that the normal boot option will be the first title to boot.

In my case, if I wanted to boot to windows by default I would change that to default=2.

The info following title is boot information. Each title represents a grub boot loader menu option. The numbering for the default starts from 0.
