File Association in IE 5.5/6.0

We have created a viewer for our website and proprietary software user to view attachment sent via e-mail.We were able to associate the attachment in Netscape. All attachment files and reports opens in Netscape and launches. Within seconds, we are able to view the attachment. But in IE it will open the viewer or executable, but will not launch the attachment. If I save it to disk or desktop, then double-click on it, it will then open. But opening directly from website, we receives error code #404, unable to open file. I've checked the internet options, folder options, registry and winfile. All associates are correct and are mapped to the *.exe file, but will not open. As advanced as IE supposed to be, why is it so difficult to associate an attachment to an executable. I've call Microsoft IE department and after 15 minutes of long distance charges, received no help,they were stumped. Any ideas.
