file browsing comes to a stop on network

Been having a strange problem recently on our network. Intermittently all clients (around 300) on the network cannot access any resources using explorer, or apps. Even affects local file browsing, like something has frozen the shell. This lasts for about 5 minutes, then everything is back to normal. I don?t think it?s a problem with all network traffic stopping since browsing the web still works, users who are logged into databases still can access records, email access seems to work. This has been happening a couple times a day and were under the gun to figure this out. One thought is a possible DC issue, although we rebooted one and it is still occurs.
Hoping someone has some better suggestions.

Master Browser

What is set to be the master browser in your network?

Are all the clients configured to not participate in borwser elections?

Default DC

The DC is the master browser by default, our client pc's have the browser service set to manual. Is that what you meant? I thought about maybe a master browser issue as well, but cannot find any ways to track that down.
