File can’t be found at Start Search and Run with Vista Home Basic

When I type “service.msc” or “gpedit.msc” in the boxes of Start Search or Run, they cannot be found. However if I do a search in Windows Explorer starting from Computer level they are found. Is it something to do with a default path to be searched?
